Sewer Board: Ash project safe

JOHNSTOWN - The Gloversville-Johnstown Joint Sewer Board on Wednesday issued a formal declaration that a proposed new ash-blending project at the sewer plant will not have a harmful impact on the environment.

The action by the board last week completes action it took in September to designate itself lead agency for the state Environmental Quality Review process needed for the Gloversville-Johnstown Wastewater Treatment Facility project.

The resolution passed Wednesday determined the project will be environmentally safe.

"[The Sewer Board] believes this will not have a significant impact on the environment," Facility consultant George Bevington said.

The sewage treatment plant and the board are recommending the blending of ash with wastewater sludge to improve its handling characteristics.

Ash blending

Bevington first broached the board two months ago about ash blending and the board took initial action Wednesday.

He said that as sewer sludge is dewatered, there needs to be a better consistency for landfilling purposes.

The board previously prepared a Part I Environmental Assessment Form on the proposed project, and identified these entities as involved agencies: cities of Gloversville and Johnstown, state Department of Environmental Conservation and Fulton County Department of Solid Waste.

Bevington said after the board proposed itself as lead agency for SEQR, the Glove Cities and DEC, didn't interfere.

"No one objected to the sewer board being the lead agency," Bevington said.

In his executive summary submitted to the board Wednesday, plant wastewater engineer Tyler Masick said the construction of an ash bunker was started by staff. He reported exterior concrete and steel frames for the project are scheduled for completion by the end of the month.
