Thank you workingwoman. I have to endure endless ads about NYS and it's tax free zone. Who the h@)) is paying all the taxes if everyone is getting an exemption?

Anna.........I believe that is wrong and very unfair. I think anyone who owns property in the state while not a resident should receive the same tax benefits.After all, those people do pay state taxes as well as local.

The key words "homeowners who are residents of New York State". What about people who own property, but are not residents? There is no such exemption while they are taxed with absolutely no representation or input in this government. The government as a whole needs to keep up with the population's demand or just less government would save so much more for all involved. I vote the later.

For all of the other commenters who showed how much they hate anyone who chooses the "other party," learn this: by cheering on the local reps of your party, you're teaching those in the "other party" that they should hate YOU!!!

Mayor........the city of Gloversville has SIX Supervisors on the Board. Not three. Just thought you may like to know that.

While I don't believe anything Cuomo does or says, if his latest pitch is making the locals squirm and master Stead doesn't like it, I'm all for it.

There are no "unintended consequences". The intent of this program, like almost all that are being foist upon us by Obama, have an intended consequence, and that is to redistribute wealth from the people to have it to those that don't.

At a time when he himself have come up with numerous plans to increase State tax revenues he wants to pinch the smaller local governments ability to pay for the mandated spending that gets him elected. As MrBob has pointed out, this program is also filled with mistakes and unintended consequences... the new normal in our progressively liberal governments!

There are many Senior Homeowners who, by virtue of a low income, are not required to file Fed or State Income Taxes. How do they get their rebate? Another not very serious half-baked Albany diversion. If you're serious, do something useful Andy and cut the unaffordable Mandates. I question Mr. Kings statement that this 'only affects homeowners'...ONLY? Listen up, ONLY Homeowners PAY the property taxes, that's what this whole thing is about and I could not care less what YOU think a rebate to me or anybody else is worth.
