There is a better way to handle snow removal

A local city warned residents that if they shoveled snow into the streets, they would be fined.

But could not a resident sue that city for plowing in his driveway with a mountain of snow? In which case the city would spend much time in court defending itself.

Rather than threatening the taxpayer, who owns the city, shouldn’t both parties sign a truce, permitting some digging out so people can go about their lives? And I am not sure the police want to fritter away their time enforcing such laws.
