Joseph Semione named as Fulton County IDA chairman
JOHNSTOWN — The Fulton County Industrial Development Agency board of directors named Joseph Semione as its chairman for 2021 at its recent meeting.
Semione, who served in 2020 as the IDA’s vice chairman, replaces former Chairman David D’Amore.
The rest of the agency’s officers appointed for this year were: Vice chairman — Jane Kelley; treasurer — Mike Fitzgerald; and secretary –Joseph Gillis.
In other personnel-related moves, the board appointed members to the following IDA committees:
Nominating Committee: Semione, Gillis, D’Amore and Kelley.
Governance Committee: Kelley, Gillis and Todd Rulison.
Finance Committee: Rulison, Kelley and Fitzgerald.
Audit Committee: Rulison, Semione, D’Amore and Fitzgerald.
In personnel action involving the IDA staff, James Mraz was reappointed o serve as the IDA’s executive director for 2021 at a salary of $22,088 per year.
Carol Ellis was reappointed as part-time chief financial officer for 2021 at a salary of $4,000.
The board to start the year retained West & Company of Gloversville as the IDA’s auditor. The total fee is $9,250. These funds are included in the 2021 Budget. The chairman was also authorized to execute an agreement with West & Company to audit the IDA’s 2020 financial statements at a fee of $8,750 and to provide 2021 payroll services for $500.
It was recommended and approved that the IDA retain Fitzgerald, Morris, Baker, Firth, PC to serve as IDA counsel in 2021. The IDA budgeted $8,000 for an agreement involving legal services provided by attorney Kara Lais the last several years.
The board designated NBT Bank, Citizens Bank, Berkshire Bank and Key Bank as eligible depositaries of IDA funds for 2021.
