Tipping fees may rise by $1 a ton

JOHNSTOWN — Fulton County Department of Solid Waste commercial tip fees — or rates charged for use of the county landfill — may go up by $1 per ton for 2021.

The increases were proposed as part of a rate schedule forwarded by department Director David Rhodes to the Board of Supervisors’ Public Works Committee Monday at the County Office Building.

The committee endorsed the tip fee rates, which now goes before the full board at 1 p.m. Nov. 9 at the County Office Building.

The proposed landfill rates schedule for next year indicates a $1 per ton increase for rates, including: construction/demolition — from $59 to $60 per ton; commercial — from $59 to $60 per ton; industrial waste — from $59 to $60 per ton; out-of-county contracted waste — from $64 to $65 per ton; and out-of-county 25 plus tons — from $46 to $47 per ton.

Rhodes said several additions or changes to miscellaneous rates for specialty circumstances were also proposed. They include the new “unauthorized tire” fee of $10 per tire.

“They are generally coming from [containers] from people doing cleanups,” Rhodes said.

He said the state Department of Environmental Conservation doesn’t allow the burial of tires at landfills, and the county is trying to stop their import into the landfill on Mud Road.

Rhodes said of tires: “We want to dissuade people from throwing them in a load.”

Other additions or changes to miscellaneous rates for specialty circumstances proposed in the 2021 rates included: uncovered commercial load – $150 per load (change from $150 per ton); unacceptable waste fee — $25 per occurrence, such as a Freon unit, recyclables, or TVs in loads; and commercial and residential Freon units– $5.

Rhodes said he wants Fulton County residents to understand that with certain disposal situations “this is not something we’re doing to hurt you.”

In another financial matter impacting the Department of Solid Waste, the committee discussed increasing the department’s administrative payment fee by $200,000 — from $350,000 to $550,000 starting next year. This is funding within Fulton County government accounts to pay for administration of the landfill operation.

Rhodes had met Oct. 15 with the county Budget Review Committee about the proposed increase. But after a discussion of fund balance of $7.4 million as of last December and expenditures for reserve accounts, the director recommended the administrative payment remain at $350,000 per year.
