County IDA talks PILOT agreements

JOHNSTOWN — The Fulton County Industrial Development Agency board discussed the agency’s Payment In Lieu of Taxes situation at the board’s annual meeting Tuesday night at the Fort Johnstown Annex.

“We have four projects, but only two PILOTs,” said IDA Executive Director James Mraz.

A 2019 PILOT Report noted that as of Jan. 1, the IDA has the following active projects: CG Roxane — 1 Old Sweet Road, Johnstown; Fulton County YMCA — 213 Harrison St., Gloversville (already tax exempt); Johnstown Renewables — Enterprise Drive, Johnstown; and Century Linen — 125 Balzano Drive, Johnstown.

Only CG Roxane and Johnstown Renewables represent active PILOT agreements as of the start of 2020.

Each year, the IDA monitors all PILOT agreements it has on projects to verify that PILOT payments are being made per the agreements Also, annually, the IDA sends a letter to every company it has a PILOT with asking that they fill out a PILOT report. The IDA also sends a similar letter to all local taxing jurisdictions impacted by an IDA PILOT. The information from local taxing jurisdictions is used to compare against the information received from companies.

Mraz said initial letters were sent out Nov. 8, with follow-up letters sent Dec. 9.

In other business at the IDA board’s annual session:

∫ Named were these 2020 officers: chairman — Dave D’Amore; vice chairman — Joe Semione; treasurer — Todd Rulison; and secretary — Jane Kelley Various committee appointments were also made..

∫ Mraz was reappointed to serve as the IDA’s executive director for 2020 at a salary of $21,444 per year. Carol Ellis was also reappointed as the IDA’s chief financial officer for 2020 at a salary of $3,000.

∫ West & Company of Gloversville was appointed the IDA’s auditor for 2020. The firm will audit the IDA’s 2019 financial statements at a fee of $8,750 and provide 2020 payroll services for $500.

∫ The board voted to designate NBT Bank, Citizens Bank, Berkshire Bank and Key Bank as eligible depositaries of IDA funds for 2020.

∫ The chairman was authorized to execute an agreement with Fulton County regarding IDA costs at the Tryon Technology Park in Perth. Fulton County appropriated $10,000 in the Planning Department’s 2020 budget to help the IDA cover costs associated with operating the park. Typical costs the IDA seeks reimbursement from Fulton County are for insurance and mowing.

∫ A $1,000 IDA gold membership with the Fulton County Center for Regional Growth was approved by the board. It was noted that $1,000 is included in the 2020 agency budget for the membership.

∫ The board authorized payment of four 2020 town of Johnstown fire tax bills. They are: Tryon Technology Park properties — $1.25 and $498; and properties on Route 30A – $36.35 and $35.86.
