Sheriff’s authorized to buy equipment
JOHNSTOWN — The Fulton County Sheriff’s Department on Monday was authorized to purchase over $108,000 worth of equipment and services as part of its CAD/RMS System upgrade project.
Action by the Board of Supervisors at the County Office Building improves the law enforcement capabilities of the sheriff’s office, officials said.
Computer-Aided Dispatch and automated Records Management Systems are tools that support the day-to-day operations of law enforcement agencies, enhance public safety, and support efficient use of resources and effective tactical deployment, officials said.
Supervisors noted the county’s 2019 Capital Plan was amended to include an $850,000 sheriff CAD/RMS upgrade. A $748,140 contract has already been awarded to Tyler Technologies for purchase of public safety/CAD/RMS and Mobile Data System software and installation.
But other equipment and services were identified for purchase, including HPE Vinware hosts, memory for servers, server, modems, and licenses.
In other business, the board terminated JAVAC coverage under the Fulton County Workers Compensation Self-Insurance Plan.
“The Johnstown Area Volunteer Ambulance Corps has now transitioned to a non-volunteer organization with no sponsorship by the city of Johnstown,” the resolution said. “The city of Johnstown notified the county board that it formed its own emergency ambulance service and no longer sponsors JAVAC.”
Supervisors authorized an application to the state Department of Environmental Conservation for Household Hazardous Waste Assistance Program funds. DEC provides financial aid for such programs.
The board passed a resolution authorizing a Disadvantaged Business Enterprise, or DBE program for the Fulton County Airport. Officials said $250,000 or more of federal funding will be drawn down in 2019 for federally- funded projects at the airport, triggering the DBE Program reimbursements. Airport consultant Passero Associates prepared a draft DBE Program that meets certain guidelines. The board designated Planning Director Scott Henze to serve as DBE liaison, in accordance with federal regulations.
A county contract was extended with Century Linen & Uniform of Johnstown for uniform service for the county’s Department of Solid Waste and Highways and Facilities Department. The extension is through 2020 at a rate of $3.50 per employee per week.
The board also authorized advertisement for bids for waste removal services for the Fulton County Jail for next year. Bids will be received until 2 p.m. Oct. 16.
In other action, board Chairman Jack Wilson reported to the board: “We have begun the [county] budget process here for 2020.”
