FMCC budget hearing slated
JOHNSTOWN — The Fulton County Board of Supervisors on Monday scheduled a public hearing on Fulton-Montgomery Community College’s proposed $17.2 million 2019-20 budget for July 8 at the County Office Building.
The hearing will be conducted at 1:30 p.m. in the second floor Supervisor’s Chambers.
FMCC’s proposed operating budget – for the fiscal year beginning Sept. 1 — was approved May 16 by the FMCC Board of Trustees. The spending plan shows a 5.2 percent decrease from the current year’s $19.8 million budget. The budget is composed of $4.9 million in state aid, $6.6 million in tuition, $303,878 in applied fund balance and $1.8 million in grant funds.
The budget maintains sponsor shares from Fulton and Montgomery counties at the current year’s level of $1.54 million per county.
An overall decrease in tuition revenue of $675,000 from the current year is in the budget. But the cost to attend FMCC for individual students who reside in the state will increase next academic year. The hike is $300 per semester to a total of $2,450 per semester or $4,900 per year.
In other board business:
∫ Supervisors authorized a contract with FirstLight Corp. of Albany for the county’s Information Technology Department for secondary internet service at the County Office Building, effective Jan. 1, 2020 and running through Dec. 31, 2022. The county will pay a $500 monthly cost for an additional data circuit.
“This is basically part of the same contract you approved last month,” said county Administrative Officer Jon Stead.
∫ The board amended the county’s purchasing and audit guidelines. Added were a couple new paragraphs related to purchasing agent powers and duties and audit overview.
∫ Revised was the threshold for approval of transfers by the budget director/county auditor. That position is now allowed to approve transfer requests from county department heads of $500 or less, effective immediately.
∫ The board authorized renewal of the county’s specific excess employers liability insurance policy with Jacksland Associates of Johnstown at an annual premium of $15,686. Renewal is effective Sept. 1 and runs through Aug. 31, 2020. The policy includes the following terms: employers liability — $475,000 per occurrence, and self-insured retention — $25,000 each occurrence.
