Fulton County approves contract
New deal contingent upon Montgomery County
JOHNSTOWN — The Fulton County Board of Supervisors on Monday approved a new one-year contract with Fulton-Montgomery Community College’s faculty union, contingent upon final action by Montgomery County.
Fulton County supervisors approved a new collective bargaining agreement between the counties, FMCC, and the Fulmont Association of College Educators. Action by the board at the County Office Building followed a closed-door executive session listing “collective bargaining” as the reason.
Officials didn’t release details of the new FACE contract because the Montgomery County Legislature hasn’t voted yet on a similar resolution. That action is expected at 7 p.m. June 26 in Fonda.
The new college union contract is effective Sept. 1 and runs through Aug. 31, 2019.
In other college business, the board set a public hearing on FMCC’s proposed $19.8 million 2018-19 budget for 1:30 p.m. July 9 at the County Office Building.
The FMCC Board of Trustees adopted the budget on May 17. The budget represents a 1.49 percent decrease from the 2017-18 $20.1 million budget.
The proposed budget consists of $18.13 million in operating fund revenue and $1.67 million in grants. The budget asks for an additional $50,000 each from Fulton and Montgomery counties, for total contributions of $1.54 million from each county. FMCC will receive $5.02 million in state aid next year, a $53,516 decrease from the current year. Tuition will increase by $150 the next academic year, bringing the cost of tuition for a full-time student to $4,600 per year. Tuition revenue totalling $6.79 million is included in the budget.
Supervisors also approved these resolutions related to FMCC:
∫ The board authorized a $14,770 change order for Burniche Piping Inc. for installation of a water heater as part of FMCC’s PE building bathrooms and locker rooms project. It will replace a leaking water heater in the basement of the building, discovered during construction. Burniche’s new contract totals $217,770.
∫ Supervisors authorized a $10,000 change order with Bast Hatfield Construction LLC for additional asbestos abatement services, as part of FMCC’s PE building bathrooms and locker rooms project. The company’s new contract amount is $1.195 million.
∫ A $127,200 contract was approved with JMZ Architects and Planners PC of Glens Falls to provide design services for FMCC’s proposed 2019 theatre renovation project.
∫ The board authorized closeout of contracts and release of contingency allowance balances for certain contractors involved in FMCC’s Allen House project. The contractors are: D&L Utility — $240,368; TMI Mechanical — $334,803; Hamilton Plumbing –$88,623; William Brady — $55,992; and CME Associates Inc. – $8,445.
∫ Supervisors authorized a third change order with Bishop Beaudry Construction for general construction services as a component of the Allen House project. The $25,768 change order is for additional paving work.
