Hillier was best known for his development and operation of the Fulton County Dispatch/911 Center. Garth also served more than 18 years as Deputy Fulton County Fire Coordinator/Civil Defense Director. His unequalled communication skills and vast knowledge helped him and his causes to advance for the betterment of both the agencies he represented as well as the communities he served.
Garth was a 3rd degree with Knights of Columbus; he served as co-chair of the Immaculate Conception Italian Festival Committee and the Johnstown Memorial Day Parade Committee. He has served on the City of Johnstown Republican Committee and as a volunteer with the board of elections on Election Day as vote counter. As a sports enthusiast, he was a founding member of the Johnstown Football Alumni Booster Club and an avid supporter of all Johnstown Athletics, Syracuse Athletics, and was a faithful NY Yankees fan. Garth also served on multiple statewide and local committees for the betterment of Public Safety and Security. Our community has lost a great public servant, colleague, husband, father, grandfather, brother, uncle and friend.
