Janet (Grover) Franklin was born in Gloversville, New York on August 29, 1934, to Geraldine C. and Alwyn E. Bauder. She graduated from Johnstown High School in 1952. She attended Potsdam State University in New York, where she received a bachelor's degree in early childhood education and was an active member of the Ago Sorority.
