JOHNSTOWN - The Fulton County Board of Supervisors this week authorized a $492,500 contract between the county and a Saratoga County firm to determine the feasibility of building a highway from Fultonville to an area near the Johnstown Industrial Park.
Fulton County plans to study the project, which would involve a state Thruway "connector" highway through Montgomery County. The possible 3.5-mile highway for trucks and other vehicles coming off the Thruway could bypass the villages of Fultonville and Fonda on their way north to Johnstown.
A grant will pay for $400,000 of the study's cost.
Montgomery County officials have not formally supported the project or committed funding for it.
Fulton County officials say the highway could spur economic development.
The Fulton County board Tuesday authorized its chairman to sign a contract with M.J. Engineering and Land Surveying of Clifton Park to conduct the study. The cost is not to exceed $492,500.
Fulton County in 2012 accepted a $400,000 grant from the Federal Highway Administration's Transportation, Community and System Preservation Program to pay the cost of hiring an engineer to study the feasibility and cost of constructing a new road.
The grant specified the road would connect Exit 28 on the Thruway in Fultonville with Route 30A near the Johnstown Industrial Park.
The county's 2014 capital budget contains a $100,000 appropriation to serve as the local share of the cost.
Part of the project will involve a close check of M.J. Engineering and Land Surveying's work after the study is completed. The county will hire an independent auditor. the cost of which will be covered by the federal grant.
In other business, Board of Supervisors Chairman Rick Argotsinger gave a brief report on the New York State Association of Counties' 2014 Legislative Conference Feb. 3-5 at the Desmond Hotel in Albany.
"Fulton County was well-represented," he said.
Argotsinger said eight county supervisors and five staffers attended what he said were informative NYSAC sessions.
