Project requests sewer data

JOHNSTOWN - Gloversville-Johnstown Wastewater Treatment Facility officials have informed developers eyeing building senior housing at part of the Estee Commons complex in Gloversville that the sewer plant has the capacity to handle the project.

Facility Wastewater Engineer Tyler Masick told the Gloversville-Johnstown Joint Sewer Board on Wednesday he recently received a request for information from the engineer for the proposed project.

Liberty Affordable Housing is in discussions with the Fulton County Center for Regional Growth to buy the Estee Commons property at 90 N. Main St. in Gloversville. But the project is contingent upon securing grant funding from the New York State Homes and Community Renewal Agency and other financing.

Masick said he sent a Dec. 5 letter to engineer Steven Smith of Smith Engineering & Architecture in Gloversville indicating the sewage treatment plant has the capacity to treat waste from that potential project. He said the confirmation was needed for Liberty's finance information.

"They didn't actually file a request to connect," Masick said.

Facility consultant George Bevington noted if the housing project does come to fruition, the sewer board will have to consider taking action on a sewer connection.

The developers want to construct an additional 35 one-bedroom units on the Estee Commons property to provide affordable housing for seniors. The other rental units already at the site would remain conventional rental properties. The Gloversville Common Council last month supported the project. Along with the concept, the council approved the terms of a Payment in Lieu of Taxes agreement with Liberty Affordable Housing.

The Crossroads Incubator Corp. owns the building at 90 N. Main St., but CRG President and Chief Executive Officer Michael Reese said Friday the CIC has a proposed contract of sale in place with Liberty.

"They've applied for some federal tax credits," Reese said of Liberty. "They're in a holding pattern."

He said the developer won't know about the availability of those credits until the spring and Liberty is still trying to get financing in place to start the project in 2014.
