Board delivers same landfill fees

JOHNSTOWN - The Fulton County landfill's tipping fees - costs charged to residential and commercial users - will remain the same for 2014.

The Board of Supervisors on Tuesday approved the county Department of Solid Waste's 2014 tipping fee schedule at the County Office Building.

All tipping fee categories are slated to remain at the same rate next year as the 2013 rates.

Some of the major categories are: construction/demolition - $56 per ton; commercial - $56 per ton; contaminated soil - $25 per ton; county transfer haul -$53 per ton; municipal/county demolition - $25 per ton; municipal direct haul - $33 per ton; cleanup program - $50 per ton; out-of-county contracted waste - $56 per ton; transfer station recycling - $12.50; curbside recycling - $25 per ton; and asbestos - $150 per ton.

Tire contract

In related matters, the board authorized an intermunicipal contract between the Fulton County Department of Solid Waste and Hamilton County for acceptance of tires to be recycled. Department Director Jeff Bouchard recommended acceptance of tires from the neighboring county for a fee of $250 per ton, a commercial rate for a six-month trial period.

"Is that price a fair price?" asked Johnstown 3rd Ward Supervisor Jack Callery.

Perth Supervisor Greg Fagan said the rate is directly from the tipping fee schedule.

County Administrative Officer Jon Stead added that Bouchard indicated the $250 per ton rate is a combination of the value of Fulton County's labor and an administrative "add-on" cost.

The board renewed the city of Gloversville's operating permit for a composting solid waste management facility for yard waste on East Fulton Street Extension. The original five-year agreement was authorized in 2008. The new agreement starts Jan. 1 and run through the end of 2018.

The board also approved several new sludge disposal contracts with various entities that included: village of Canajoharie, village of Middleburgh, village of Richmondville, town of Hadley and the town of Niskayuna. Another separate solid waste disposal agreement with the town of Edinburg was approved.

Supervisors also authorized the sale of a surplus Department of Solid Waste garbage truck for $6,750 to Perth.
