JOHNSTOWN -The Fulton County Board of Supervisors appointed permanent and interim department heads this week.
Supervisors named Cynthia Licciardi as permanent county probation director.
The board also appointed county Supervising Public Health Nurse Dale Woods as interim replacement for former Public Health Director Denise Frederick, who recently retired.
Supervisors had provisionally appointed Licciardi as probation director Jan. 3 to succeed longtime former Director Warren Greene. She successfully passed the civil service exam for probation director and was named to the permanent position Tuesday, officials said.
Woods, a Stratford resident, was designated Tuesday as interim county public health director. She succeeds Frederick, who retired Oct. 5. She will be paid an interim salary of $67,618, retroactive to Sept. 26.
The resolution stated Woods will serve in the interim post until a permanent public health director is recruited and hired.
The board read a proclamation honoring Frederick. It stated, in part, that she was a "dedicated" county employee for more than 30 years, starting as a public health nurse in April 1983.
"Denise distinguished herself as a hard-working and dedicated public servant, at all times committed to the best interest of the Public Health Department and county of Fulton," the proclamation read. "Denise also built a reputation as a no-nonsense leader, advancing emergency preparedness initiatives, communicable disease prevention and stalwart consistency in administration of all phases of public health policy."
In other personnel matters:
- The board appointed Judith Petroski of Utica to the Fulton-Montgomery-Schoharie Workforce Development Board. Her term runs until June 30, 2016.
- Supervisors authorized a renewed three-year contract with Roemer, Wallens, Gold & Mineaux LLP of Albany for employee labor negotiation services and arbitration. The current agreement expires Dec. 31. The firm will be paid $3,750 per month for 2014; $3,850 per month for 2015; and $3,950 per month for 2016.
- The board abolished one lieutenant position and created a deputy position in the Fulton County Sheriff's Department, at the request of Sheriff Thomas Lorey.
