Sewer upgrade set to begin

JOHNSTOWN - All bidders were notified and a pre-construction meeting will be conducted soon for the Gloversville-Johnstown Wastewater Treatment Facility's $6.4 million upgrade project, officials said.

Wastewater Engineer Tyler Masick told the Gloversville-Johnstown Joint Sewer Board recently the project is gearing up. He said he and facility officials attended a bid specifications meeting for the project and all bidders were notified of the results.

"We also scheduled a pre-construction meeting for later this month," Masick said.

The board in August accepted four bids for the proposed project. The low bids accepted were: $3.93 million general construction bid - C.O. Falter Construction Corp. of Syracuse; $999,500 electrical construction bid - Amaha Electrical Inc. of Cohoes; $761,600 engine and electrical switchgear bid - Milton CAT of Clifton Park; and $195,626 heating and ventilation construction bid - Family Danz of Albany.

This is the second major project the plant has done the past five years. The facility underwent a $10 million upgrade in 2008-09.

Both upgrades are designed to help the sewage treatment plant treat increased waste discharges from the expanding Greek-yogurt plant Fage USA at the Johnstown Industrial Park, as well as other area industries. The latest upgrade will include a new stainless-steel whey tank, as well as new engines.

Masick said recently Syracuse engineering firm Barton & Loguidice - doing design work for the upgrade - is assisting in the financial end of the project.

"Barton & Loguidice mailed out necessary requests to get insurance bonds," Masick said.

The sewer upgrade is expected to be funded by at least $4 million in grants, but the city of Johnstown is borrowing for the entire project, expecting reimbursement later. Other local costs will be spread between the two cities.
