Chance Avery Lowe is the son of Petty Officers Ryan and Amanda Lowe of the U.S. Navy, stationed in Hampton, Va. He was born Sept. 8, weighing 6 pounds, 7 ounces and measuring 19 inches long.
The maternal grandparents are Michael and Jayne Vickerson of Caroga Lake.
The paternal grandparents are Tim and Liz Driscol of California.
