Library looks to increase hours

Official: Tax levy increase ‘small’

GLOVERSVILLE - Gloversville Public Library officials hope to open for an additional day beginning this summer and will seek an increase in its tax levy this May to help pay for it.

Library Director Barbara Madonna said she was unsure what the tax rate per $1,000 of assessed value would be after the increase, but she said for a home assessed at $100,000, the new rate would be around 50 cents a month, or about $6 a year. She said the current rate is about 30 cents a month for a home assessed at $100,000.

Madonna said the increase, if it is approved by voters in May, will help enable the library to open for five hours on Mondays. The library has been closed on Mondays since 1982, she said. That would expand the library's hours to 45 hours a week, Monday through Saturday.

Library Board of Trustees member Jay Ephraims said in surveys of library users, one of the most common suggestions about how to make the library better was to expand its hours, Ephraims said.

"Loud and clear people said they want the library to remain where it is, as an icon in the city," he said. "The other big request was to increase the hours for people who can't make it during the hours we already have."

Madonna said the library's budget, which was approved by board members earlier this month, will increase from $380,000 last year to about $405,000 for the library's next fiscal year, which will begin in July. She said this year's budget was abnormally low compared to past years and the 2010-11 budget is closer to the library's average budget compared to past years.

Madonna said the library has not asked taxpayers for an increase in its levy since 2005, when the levy was first approved.

"We haven't asked for anything in the last six years," she said. "The cost of inflation is going up, in addition to covering just the rising costs of everything else, and we'll be offering another day."

Ephraims said he is hopeful the taxpayers of the Gloversville Enlarged School District will realize the benefits of what he called a relatively small tax-rate increase.

"At six dollars, I think it would be hard to say no to that," he said. "I'm certainly hopeful. I think people should understand that when people look to move to a city, they want to see the schools and the hospital and the library. We have such an icon in this city with the library and to not promote it and keep it going, even if you're not a library user, could hurt the city in the long run."

Board of Trustees member David Heacock agreed. He said all the money that goes into the library goes back to the community in the form of programming, periodicals, books and other offerings.

"There are a lot of people who rely on the library for the services it offers, especially in this economy," he said.

Madonna said the library also is expanding its periodical offerings to include the lending of about 20 magazines, something it has not done in the past. She said the library is expanding its DVD offerings through a discount program that allows the library to choose 10 DVDs a month and either purchase them at a discounted rate or return them for another.

Madonna said the DVD program will cost $3,000 and the Friends of the Gloversville Public Library donated $1,500 toward the cost. She said in addition to voting on the tax levy increase May 4, taxpayers also will elect two new board members, as the terms for two members will expire.

So you are saying that the library is an independent entity, free of government control? You are saying that library reform is needed to ensure existence, like healthcare? Healthcare reform in needed but not through our corrupt government! They already steal enough. Start with LAWSUIT reform. The library is a dinosaur, nice to have but not a necessity. I do not mind its existence just its funding source and implementation.

Any way you cut it, a library is needed. If you the patron is forced to pay a membership fee whether it is $46 or $500 would you value it more? The low income kids cant afford it. Middle class wont pay it. So only the rich profit from this. Again. If you dont use the library then oh well. Other people do. When a community doesnt have a library you get people who dont go on w/ their education. There are school libraries in Gville w/out librarians. I dont want the taxes to go up either. I dont want to pay for stupid things that are happening in Fulton County. Not every home has a computer and not everyone can afford to go out and buy books that they are interest in. A library is never free. Would you rather have the govt control them along w/ health care?

So two thirds of Gloversvilles population have library cards? Maybe, but don't they ever expire? Why are the Gloversville taxpayers the ones that need to pay for the Gloversville "free" Library? Do you think that it is a fair burden to be added to the school tax bill?

TiredofTaxes: Using your formula: 2010-2011 budget: $405,000/8,794 card holders = $46.05 per card holder.

Discobulous: There is a calculator on the library's website, ****gloversvillelibrary****, which can provide that information. Plug in the estimated number of books, programs and services you use and it will tell you the value you are receiving. Borrowing one book a month is worth $216.

OMG....y'all are cracking me up! Part 1: Take the total hours that it is presently open each day. Part 2: Reduce that number by one. Part 3: Take those hours and put it on the extra day you want. Class dismissed! I can't believe some of these posts.....it's like I gone to a third world country or perhaps worse.

BMadonna Divide the cost of doing business (total annual budget)at the library divide that amount by the number of card carrying library members and you get the cost per card member. With the figures that were in an article in the LH last year it came to over $500. per card holder. That is a fairly high fee for books per user.

Didn't someone once say something about the high price of ignorance? The public libraries offer inner-city people many services besides just checking out a book. If the efficincy level of money expended on the library could be accurately measured, it would be among the highest potential returns of all city expenditures. BUT young parents need to start their kids off on using library facilities when they are very young to get them to appreciate it. At least it is still in the city and not inconveniently removed like the new Y.

What ever happened to "it's just $25 on your taxes" Thanks alot. I own a few properties in the city and I don't even use the library. This needs to stop.

The people moving into Gloversville don't want to know where the library is, they want to know where the social services building is...Most couldn't read if they wanted too..

I for one will vote no. The library costs are way out of line for the service that they provide for a few people. It already has a tax included with our school taxes and also has a long term lease for the property that costs the taxpayers plenty to maintain. Go put a few more mailers out begging the neighbors for the funds. That wasn't degrading enough?

Note of clarification from the article. "She said the current rate is about 30 cents a month for a home assessed at $100,000." The current rate is NOT 30 cents per month. The tax rate for the city of Gloversville is .3054/$1000. The new rate would be about .35/$1000.

I can not give exact numbers because the school district calculates them for us a month prior to the tax bills going out.

I say vote YES! When you consider, if they are open even for one dy and that is an extra 5 hours, thats another oppurtunity to use it. In this economy it isnt nice to think tax increase but you also can cut your cost by using the library. Instead of renting dvds, borrow them same w/ the books on cd and the newest novels. They are part of a larger library system that will ship the items to you at no additional cost.

i for one will vote yes for the increase because the library is very important to the community and it's residents who can't afford these resorses for themselfs(internet service, newspapers, books and magazines)..On the other hand i can see where they might have a fight on their hands getting this passed because alot of people are at the end of their rope when it comes to additional taxes..NY is the land of higher and higher taxes and less and less service..At least the library is offering to expand service in exchange for the increase..

I cannot afford another tax increase. I am barely able to keep up now. NO MORE TAX INCREASE! If the library wants to open another day let them find another way to pay for it besides hitting the tax payer again!

Director Madonna and her staff have done a great job keeping the costs of running our library down. My recollection is that they promised not to raise the tax for the first three years and it has been six years now. No one likes to see their costs go up but the alternative would be for service to be reduced. I would encourage everyone to support the increased levy.
