Cities must play as team

There may not be a high school football rivalry between Gloversville and Johnstown anymore, but the interceptions, sacks and unsportsmanlike conduct continue.

The opposing quarterbacks last week were Johnstown Mayor Sarah Slingerland and Gloversville Mayor Tim Hughes. Slingerland upset Walmart's plans to build a supercenter in Gloversville, and Hughes accused Slingerland of "extortion."

The setback for Glove Cities harmony stems from the Johnstown council on Monday approving only one of eight sewer connections for the proposed Walmart site. As a result, an attorney for Walmart said she plans to recommend the retailer abandon the supercenter plan.

Hughes later claimed Slingerland is holding up the project because she wants her city to receive revenue from some of the parcels near the project. Slingerland denies the claims.

We don't know yet whether Walmart will work out this matter with the two cities and ultimately proceed with the project, but we do know the turn of events brings to light at least two underlying problems with the cities' economic improvement efforts.

First, too many layers of government are involved. The Walmart plans have to go through two city councils, a sewer board, a city planning board, a county planning board, and various state and federal government agency reviews. It makes us wonder why a company would want to bother with all this rigamarole. If you're looking for an argument for government consolidation, there it is.

Second, we see a serious lack of communication between the two cities. Both councils and planning boards should have been talking about the long-proposed Walmart project regularly over the past couple of years. The two cities together should have discussed the pros, cons and implications of the project openly and honestly. They also should be partners in revenue-sharing proposals, annexation ideas and other possible ways of attracting businesses.

Both cities want to do what's in the best interests of their citizens and business owners, but they also must realize the economic benefits of promoting economic growth throughout Fulton County. To encourage such growth, cooperation, compromise and a willing partnership are necessary.

The Walmart project would be good for Gloversville and the rest of the county. It would provide jobs and sales tax revenue, and give local consumers more choices. Some people want to limit corporate retail growth on the outskirts of cities in hopes of preserving existing small businesses within the cities. But they should understand the need to adapt to changes in economic forces.

Let's hope the Glove Cities resolve their differences. If they don't, neither side will score any winning touchdowns.

If we took the 2 mayors pay and the town of Johnstown supervisors , and combined the - we would have enough to attract somebody with half a brain in their head. A ratailer needs other business's next door - that helps attract customers. And is walmart so evil in wanting to make $ - what about Price Chopper, Mcdonalds, Burger king, Olympia,Midas, Radioshack, Hannaford, NBT etc.....

The controversy involving Walmart is caused by politicians, whose only concern is the power they wield over others. This is a prime example of why we need to consolidate all layers of government into one, at the County level.

"The reason Gloversville has been held back isn't because of Gloversville itself. There have been many factions holding Gloversville back from prospering in this county and a lot of it comes from the powers to be who hold county positions who hail from the "elitist colony"!!" WHAAAAAAT!!!!!!!!!! Statements like this are EXACTLY why Gloversville does not move forward. Someone start handing out the towels to catch all the tears. Pull up your big boy pants.

1. Economic growth is not going to come from the retail sector. 2. There is already a Wal-Mart in the are AND grocery stores. 3. Approving municipal services to property without knowing what the development of the property will be is irresponsible planning. 4. Why doesn't the Town of Johnstown let the City of Gloversville annex the properties in question, then the City of Johnstown has no approval power. 5. Go ahead and approve and see what Wal-Mart will develop in a couple of years. Wal-mart has a SINGLE purpose people...to make MONEY for Sam. They don't give a rip about Fulton County.

The conclusions that you speak of Disco would seem to depend on the reference points from which you are taking data. The infrastructure for any social and economic viewpoints would greatly depend on the age group. The younger age demographic seemingly would never draw the same conclusions as senior citizens so I believe that your personal obsevations are just that, your own observations and not based on factual data. As far as taking your viewpoints personal that perhaps would mean that your viewpoints would be reasoned as meaningful to me. I assure you they are not.

If this problem remains unresolved, it will result in a triple loss - to Gloversville, Johnstown, and Fulton County. If forced to bet, I would guess that this proposed project, which would tremendously benefit the entire area, will not go through. As Tip O'Neill said, "all politics is local", and self-interest combined with provincialism will probably result in Wal-mart going elsewhere.

Amusing because I'm not from, nor do i live in Johnstown. But I don't think it would take any educated , observant person more than a month living here and cruising arund in the social, political & financial infrastructure to come to the same conclusions i expressed earlier without the intention of offending anyone. I was just stating fact as i see it. If the truth offends, than you who are offended own the problem. And I'd rather be moron than moroff.

I agree redrocket...many many well contested football games have been played in the rivalry over the years. Players from both sides showed great sportsmanship in those contests. Unfortunately the game isn't played any longer, but for it to be a rivarly, both team need to be competetive!!

I look around Johnstown and I cannot for the life of me ever see why an elitist attitude would develop there. There is no industry to speak of and the actual neighborhood that has decent houses does not consist of many for sure. Gloversville has many many upscale houses and neighborhoods that are much more numerous than Johnstown. If an elitist attitude exists in Johnstown....why???

That elite attitude some speak of is true. I sense it. I am not from Johnstown area originally and though I have been here for a few years now it still seems I am an outsider.I have been to many places in my life and this is some sort of thing I felt only here in this City. I do however feel that the job of the City mayor and council is to look out for the best interest of it's residents not the town, county or neighboring city. Hopefully things can be resolved but I do have to side this time with the city for now. I feel the town is where the blame should be directed at. They seem to be less inclined to "share the wealth" and keep asking for services on city taxpayers backs.

The cities of Gloversville and Johnstown have their own separte and distinct charter, both of which do not even recognize the other. Each city must operate as an independent entity, making the best decisions for itself, with total disregard for the other city or the rest of the county.

This reality can only be changed through consolidation, which is very needed and the stalemate between each city on this issue is one of many examples of why consolidation at the county level, or even the consolidation of Fulton and Montgomery Counties to their former Tryon County is needed. Gloversville and Johnstown share a wastewater treatment plant and Fulton and Montgomery Counties share a community college. These long-held ventures establish the framework for much needed change, that has clear benefits. The time has come to tear down the territorialness, but given the deap held anomosities between Gloversville and Johnstown, the county level is the place for consolidation.
