School district awaiting proposals for use of Jansen Avenue building

By MICHAEL ANICH, The Leader-Herald
POSTED: November 12, 2009

JOHNSTOWN - The Greater Johnstown School District is awaiting proposals for uses of the closed Jansen Avenue Elementary School building.

Interim Business Manager Ralph Acquaro said Tuesday no lease proposals have been received yet. The district will be doing a "rolling acceptance" of the proposals, meaning there is no hard date by which they must be submitted.

"We're just going to receive them until it's filled," he said.

Acquaro said this week the district hadn't received any formal proposals yet.

He told the Board of Education last week that requests for proposals have been solicited, and the district is waiting for responses.

Meanwhile, Superintendent Katherine A. Sullivan told the board the district is making temporary arrangements to allow "biddy ball" - basketball for smaller children - at the Jansen gym. She said the gym may be made available from 4 to 8 p.m. Tuesdays and Thursday for the activity.

Fulton-Montgomery Community College officials this fall said they are interested in using the former school building for off-campus classroom space for the 2010-11 academic year.

The college, which already uses the Riverfront Center in Amsterdam as a satellite campus, now is considering a new Fulton County expansion site.

FMCC President Dustin Swanger said the college is experiencing tremendous growth, partly because community college tuition is affordable, and in today's depressed economy, many adults are going back to school.

He said FMCC had a 15 percent increase in its student population this fall, and enrollment is expected to grow again in the next academic year.

The Johnstown school district closed the 11,500-square-foot Jansen Avenue building in June.

Acquaro told the board in October that a minimum of $900,000 is needed to cover the debt service still on the school. He recommended that if the district decides to lease the building, requests for proposals should require a minimum five years of rent.

We should set up a manniken factory in there. The last time I bought a manniken, I had to pay an arm and a leg for it.

You can't swing a dead cat in this town without hitting a widget factory.

Maybe 1/2 the building could be a rent-to-own and the other 1/2 could be another dollar store.

maybe we could get another "rent-to own" company to lease it.
