Planning Board approves statement

GLOVERSVILLE - On Tuesday, city Planning Board members approved the findings statement for the Final Environmental Impact Statement for the proposed Wal-Mart Supercenter.

The findings statement is essentially a summary of the conclusions of the FEIS, which is a six-inch-thick binder of information, graphs, maps and other materials. Now that the findings statement has been approved, other agencies that must issue permits or approvals of the project - including the Fulton County Planning Board and numerous state agencies - can begin their review process as well.

The Fulton County Planning Board is scheduled to review the project at its Nov. 17 meeting, said Fulton County Planner Sean Geraghty.

Geraghty said he simply has to send out a letter to all the involved parties informing them the findings statement was approved before those agencies can begin their review process.

Planning Board members and Wal-Mart officials resolved the few remaining issues with the statement over e-mail and phone correspondence prior to Tuesday's meeting, Geraghty said. He said there was little discussion prior to the board voting on it because the issues had already been ironed out.

Some of the issues that remain outside the scope of the findings statement include what Geraghty called ancillary topics: lighting, the facade of the store and other small issues.

Parking lot approved

In other Planning Board business, the board approved the creation of a parking lot across from Rob and Crystal's All American Restaurant on East Fulton Street. Owners Rob and Crystal St. Andrews purchased three vacant lots across from their business intending to create a gravel parking lot, then later pave it once the ground settles.

Crystal St. Andrews said Friday she is tracking down contractors to get working on the project before the snow flies. She said a number of foundations must be dug up before the sandstone and rubble gravel can be laid down. She said the couple plans to have the lot created before winter.

Geraghty said the only issue that was left to resolve at Tuesday's meeting regarding the lot was any landscaping being done around it. The board requested the St. Andrews submit a plan for the type of landscaping they will be doing by next summer.

I guess this means we haven't offended any butterflies or frogs at the site, so it's ok to build. Too bad spiders and ants don't have a lobby.
