Two vie for Johnstown at-large seat

JOHNSTOWN - Incumbent Republican Councilman-at-Large Bryan Marcucci will face a challenge from Democrat Francis Caraco in the Nov. 3 general election.
Both men say they have been campaigning since summer, meeting with people throughout the city who would be their constituents.
The term for councilman-at-large is four years, and members of the Common Council earn $4,413 annually.
Marcucci, a retired photographer and former UPS employee, has served as Johnstown's councilman-at-large for about two years. He was appointed after Councilman-at-Large Joseph G. Salamack died.
Marcucci defeated Leon R. Peck in a GOP primary in September, setting up the race with the Democrat.
In a prepared statement, Marcucci said he's "had time to familiarize himself with the workings of the city" and he would "like the opportunity to use what he's learned to work alongside the taxpayers of the city to maintain a level within their means."
In an interview, the 63-year-old Marcucci, of 13 W. Main St., said he would like to "continue keeping the city as strong as possible." He said he would like to try to keep taxes as low as possible while helping people on fixed incomes keep their homes.
"I'd hate to see taxes go up and force people out of their houses," Marcucci said.
The incumbent said he's gained a lot of experience, and anyone calling him looking for answers on city issues will get them.
"I go to the people who have the authority to make that happen," Marcucci said.
Caraco, 51, of 12 E. Montgomery St., is a newcomer to politics.
He has operated Market Street Financial Group, an insurance and financial planning practice at 2 S. Market St., since November 2007.
He said he is motivated to run for mayor because he has many ideas for the years ahead.
"I think because I have a vision, I can see Johnstown in the future 10 to 15 years hence," Caraco said.
Caraco said his job as a financial adviser takes him "up and down the East Coast," and he has had the opportunity to see many cities similar in size to Johnstown.
"I see towns struggling and prosperous," he said. "I'm always curious about what's the difference."
He said he's interested in creating a more vibrant downtown, encouraging development along Main Street from Route 30A to Cayadutta Street. Caraco said a "more functional strip" of development could be created. He also said he has the time and the energy to be councilman-at-large.
He said city officials should build on previous accomplishments such as the Comprehensive Plan.
"I don't believe anybody comes into these things reinventing the wheel," Caraco said. "A lot of good work has already been done."
The lifelong Johnstown resident is president of the Gloversville-Johnstown Kiwanis Club and past treasurer and past president of the Schenectady Kiwanis. He also is a past president of the Schenectady Life Underwriters Association.
"Busy people get things done," he said.

My vote would be for Marcucci. Intelligence and experience. Francis is a nice guy etc...came to our place of business and chatted up everyone...but has no real experience. Marcucci is a nice guy too...with a working knowledge and experience behind him.

I understand they get the office seekers in a room with the heat up to 90 degrees, lock the door, shine a bright light in their faces and then grill them until one breaks down and confesses. Theone that holds out longest gets the endorsement.

TA -The LH actaully does have a process it uses when it endorses any candidate - in its Editorial Column and not a story column. From what I understand, the Editorial Board sits with each candidate for a particular office and asks questions. Based upon the answers to the same questions, the Board then decides which candidate to endorse. Perhaps in this case one or more of the candidates chose not to sit with the Board. Perhaps you should contact the E.B. I think a good Editorial Column might be to describe the Board's endorsement process.

How can it be that the Leader Herald doesn't opine its readers with their enlightened endorsement of the Johnstown at-large seat based upon their carefully weighed critical review and perspective of the issues as they have for other races as the "local and state government watchdog". What is the explaination of this discrepancy in this race? Has the editorial board seen the light of their shortcomings? Probably not. In this story, there is real reporting, stating each candidate's position on the key issues, not an endorsement by the only news source for many to ensure that their candidate of choice is elected with the expectation of some quid pro quo favor in the future.

Mr. C is from a decent Johnstown family and has worked in the insurance/investment business for the last 25 years more or less. He is honest and well-intended, kind to old ladies and keeps his yard clean. He has a wife and daughter. He does not worship Satan. He should do no harm and quite possibly some good working for the betterment of Johnstown. He's not a political retread. I'd give him a chance.

My vote is for Caraco. I spoke to him when he was in our neighborhood this summer and he seems very intelligent and full of great ideas. His family is from our area also so he is very familiar with the workings of the past in Johnstown. Knowing the past will help in building a secure future for our town. I'm sure he would be a great councilman-at-large.

Of course the Coucil and Mayor have been doing a very good job. How could they not be doing a very good job? I think Richard should run. That man would certainly give you a more honest answer than any politician I have ever met. And he can draw.

I'm leaning toward the guy with fresh ideas. I think both are qualified as far as that goes. What kind of qualifications would be appropriate, a doctorate in public policy from Harvard? It's Johnstown City Hall for crying out loud. The council and mayor have been doing a very good job. No need to rock the boat, but fresh ideas and energy are a good thing.

I have worked with Fran in our workplace and he is awesome! He takes his job very seriously and takes care of the tiniest detail with much professionalism and timeliness. I will indeed be voting for him. If he runs for mayor someday, I will vote for him then also!
