County budget packing 8% hike

JOHNSTOWN - Fulton County government's tentative 2010 budget - due to be given to the Board of Supervisors Nov. 9 - will carry an average county property tax rate increase of 7.8 percent, officials said today.

But officials are already saying that more work can be done between that time and budget adoption to get the tax rate down.

"I feel it's not acceptable," Johnstown 4th Ward Supervisor James Callery said of the tax hike.

Callery, chairman of the Board of Supervisors' Finance Committee and a candidate for county treasurer, said his committee worked to pare down the proposed budget in a session Wednesday at the County Office Building. He said the Finance Committee will not meet again as a review panel before county Budget Director Alice Kuntzsch releases what is known as her "tentative" 2010 budget at the board's Nov. 9 meeting.

"Right now, the [tax] rate would be up about 8 percent," Callery said.

Fulton County late last year adopted a budget for this year that maintained the 2008 tax rate of $9.76 per $1,000 of assessed valuation.

After the tentative budget is received by the board Nov. 9, the board will conduct further budget workshops to try to trim the spending plan. A public hearing is conducted in November and supervisors by law have until Dec. 20 to adopt next year's county budget. Traditionally, the board has adopted the budget by late November or early December in order to get tax bills out.

Finance Committee Vice Chairman Lee Hollenbeck said today the committee Wednesday recommended the tentative budget carrying the 7.8 percent average property tax rate hike. That rate reflects the average of the tax rates among the county's municipalities set due to varying state equalization rates.

Callery said the revenues the county needs to balance its budget are just not projected to come in for 2010.

"The state of New York is killing the county," Hollenbeck said.

Callery said the Finance Committee is recommending the use of $4 million of county fund balance to offset proposed expenditures for 2010. He said that will leave about $11 million in fund balance - still within guidelines of the state Comptroller's Office.

The 2010 budget is expected to exceed $100 million.

Callery said not a lot of budget cutting was done Wednesday and many county departments have been cut anyway.

Hollenbeck said the county must see if the latest requests made by supervisors to certain departments to cut further can realistically be accomplished.

"We have to wait on some of them to come in," he said.

Hollenbeck said sometimes the county has no choice but to "nickel and dime" its way through what can actually be cut from the proposed budget. He said $18,000 was proposed to be cut from the District Attorney's Office and another $100,000 lopped from the Highways and Facilities Department.

The Finance Committee met Oct. 7 to review preliminary budget figures for 2010, and at that time projected a 27 percent increase in the property tax levy. It was unclear this morning how much that levy increase is down to now with proposed cuts and the application of $4 million in county fund balance.

correction..to fund NHC. The ramifications of actions and decision made at the "top" trickle downward to counties, schools, businesses, and families.

Maddog - "taxes will always increase as all of the things needed to run a county" I believe we are all aware of that. However, unemployment is up (the highest since 1983) and many workers are not getting raises to keep up with these "much needed" tax increases, not to mention the increase of prices on day-to-day items.The cost to "run a family" is also going up but these huge tax increases everywhere, county, school (my school taxes went up $435 this year for BP)National Grid - can't imagine budgeting the tax to for NHC in there.

Well said, MadDog. You have a grasp of reality. Much better to think about the situation than blame Obama, of all people. It is truly the result of the system that we have.

Follks, take a closer look 15 million in the fund balance with 4 million being used to lower the tax increase just wait till that money is gone then the real increases begin, not good if you live in G'ville as I do my school taxes even with all of the new construction over the past few years have only gone up 8% to 9% in the last three years so thats about 3% a year on average anyway when all is said and done this tax increase will be about 2.5 to 4.5 % after cuts and raiding some more of the fund balance and the sups will say look at how great we got this tax increase down from 27% down to 2% to 4% Folks under the system we have taxes will always increase as all of the things needed to run a county,school and city are driven by salaries and benefits. When is the last time your employer said to you this year you are going to take a wage cut and give me back your hard earned money and I am no longer going to pay for vacation time, sick time or your health insurance. IT WILL NOT CHANGE

What is it costing the county for the hiring of 4 public defenders ( 3 from out of the area) to represent the defendants in the current trial going on in Fulton Vounty court. No one from the public defenders staff is representing any of them. This is a gross waste of taxpayers money!!!

Yes are we all enjoying the CHANGE - as Obama would say - spread the wealth!! Lets see with increased school taxes, increased in county taxes, and the majority of working people not getting raises we (and I mean the working class) are in for some difficult times. But you on PA don't worry - you received an increase in food stamps, increase in welfare benefits and you all were handed $200 per kid this year. We'll keep working and paying when you do nothing. But happens when our pockets are empty - what will they do. When Obama said he was going to bring change to America I guess he meant it. How you like him now?

Take MOSA solid waste at Mud Road, charge mid way between what MOSA charges and what FC residents pay, enough revenue could be generated to whittle the 8% increase down to nothing.

Now, I don't know about anyone else, but I didn't receive an 8% increase in pay this year to make up for the budget increase. And in case the county govt didn't notice, the price of living is not going down. Responsible government is the end result of working within limits. As far as I am concerned, there have been no limits on the tax burden that is placed on the working families of this county and country . STOP THE ABUSE OF POWER AND LIMIT GOVERNMENT SPENDING ON FRIVOLITY!!!!!!

New Glove if what you say is true then the Fulton County Sheriff's Dept and the State Police need and have an obligation to look into to this. By the way anyone know how much of the county budget goes to DSS, Medicade, FS etc...??? I'd be interested to know.

Freeloaders drag this county down and raise the taxes of those of us that try to provide on our own.

How about telliing the DSS people not to encourage WIC recipients to sell what they do not need in the parking lot of Price Chopper. Allow people that need help get what they need not give them more than needed. That would produce a savings.

Let's look at this. Saratoga county budget 0% increase, Montgomery county 1% increase, Schenectady county 2% decrease. Give me breal Fulton county. And weren't we supposed to save $443,000 by the closure of the youth home in this years budget? Bull. Why are the county supervisors getting free health insurance? Cut it.
