Red Carpet deal delayed to allow for investigation
By KAYLEIGH KARUTIS, The Leader-HeraldGLOVERSVILLE - The city's first-time home buyers grant is on hold as city officials await the results of an investigation by several state agencies.
Philip Lentz, spokesman for the Affordable Housing Corp., said the city's $459,000 grant to build 12 homes on city lots for income-qualified, first-time home-buying families is on hold after his agency received a number of letters from concerned city residents.
The city applied for the grant last year and accepted it at a Common Council meeting last month.
The letters focused on an alleged conflict of interest in the selection of Red Carpet Housing in Johnstown as the sole builder for the grant. Red Carpet built a home for Mayor Tim Hughes, a relationship some letter writers have called into question.
"We decided the [state] comptroller [Thomas DiNapoli] should look into it," Lentz said. "The AHC is not really an investigative agency."
Lentz said his agency awards similar grants as often as a dozen times in one month, and such controversy around one is unusual. He said there is no time limit on the grant and some projects take years to get started.
He said one way the city might expedite the process would be to choose a different builder. City grant writer Nick Zabawsky and Hughes said they did not think that would be a possibility.
"It's a no-win situation for the city," Zabawsky said. "We got proposals from three [builders]. Does [choosing another builder] mean we choose someone other than the lowest bidder?"
Zabawsky said he would be worried Red Carpet officials might have possible legal recourse if the city drops them from the grant.
"[Red Carpet owner Ted Leto] could successfully argue that he was the lowest price," he said. "It would be hard to justify tossing him out."
Zabawsky acknowledged someone could argue the city did not have formal competitive bidding, but pointed out competitive bidding was not a requirement in the grant application.
Hughes said he feels the controversy surrounding the grant is "ridiculous."
"I don't think any of the people who have complained have actually looked at the grant application," he said. "It's mindboggling that someone would try to make a mountain out of a molehill."
Hughes said he does not believe going to another builder would be the best option and said he encourages the state attorney general and DiNapoli's office to investigate the accusations in the letters.
"Let the attorney general do his thing. People can say whatever they want. That doesn't mean it's true," he said.
Hughes said he has heard nothing from either state office concerning the letters or any alleged impropriety in the selection of Red Carpet.
Officials in the state attorney general's office and the state comptroller's office did not return calls seeking comment.

Since we are off the subject and onto garbage, with this big Blight movement going on how come the city hasn't cleaned up the DPW garage on Lincoln street? Weeds and brush growing wild, meanwhile taxpayers are getting citations. How come DPW didn't clear the snow off the sidewalks outside that property? Kids had to walk in the street on the way to school. If the owner of the old Coleco building didn't shovel they would have been ticketed. Maybe Ted Leto did everything by the book, but timmy should have gotten out of the picture to avoid the look of something done as a kick back. As for thumbsucking idiots...just look at Albany... The kids can't play nice and it will effect all of us. No No I'm in charge, not you but me.

XSUBSQUID your responses are fact filled and direct. As an ex heavy equipment owner, I agree with your decisions on the truck and body. Also I think you guys did a outstanding job last winter with what you had to work with. As a resident of Buffalo for 15 years I understand.

The PA system wasn't ridiculous either. It is interesting what you consider ridiculous. As a citizen, I st in the gallery and could hear nothing. I sympathized quite well with those who had dealt with that particular issue long term and made the sound system one of the first priorities on my list. It was only around $1000 to (hopefully) get a system that would function properly and allow THE CITIZENS to understand what was going on in the council chamber. Not really sure why you are against people understanding the flow of conversation in the council chamber while simultaneously being against government doing things secretively. There seems to be a disconnect there somewhere. Anyway, I soon learned the acoustics of the chamber are just flat out bad, the design of the place is horrific, and nothing short of complete remodeling would really help. I never asked for money for that venture. I'm not that stupid.

No, Discobulous, the special feature was thicker bottom and side plating. The garbage box scraper blade was routinely wearing through the bottom, and occasionally wearing through the sides of the thinner walled 13 and 15 year old trucks. It was felt that by getting a heavier duty box, paying money up front, we would save thousands on repair costs and down time later on. It was an economic decision to buy quality in the hope that quality would last long enough to realize a return on the investment. That return occurs every year the vehicles last longer than the 10 year life expectancy of the vehicle. And if the garbage box is still functional when the truck dies, it can be mounted on a new truck saving even more money.

The DPW Chief at the time, Ron Ellis, was entirely up front that he was providing specifications that, from his years of service, would provide the city a truck requiring less overall maintenance. We pay our leadership to make decisions such as this, and at the time I could not find no fault in his analysis of the existing major flaws. The trucks as a whole were not in Amsterdam, by the way. The garbage boxes had to be special ordered. The chassis/cab combinations may have been there, but so what? I neither know nor care. Why would it be material to anything? The trucks came with a standard warranty. The boxes came with a 2 year warranty. I still have the records if you would like to peruse them. Private meetings and private phone calls do not violate either the intent or spirit of the open meetings law. Bob Freeman made that clear multiple times. No vote that expends taxpayer dollars was ever done in secret while I was councilman, and I'll gladly be polygraphed on

Your memory has faded Lance. The DPW chief at the time indicated that the trucks on state contract didn't meet the "special requirements" that were only on the trucks in Amsterdam. We also as I recall bought trucks with limited or no warrantee. I like honest politician, Lance. Starting with party registrations. And I really don't like private meeting or private phone calls and third parties who have NO business in the decision making process.

Both concepts were presented for the council to make its decision and the majority chose to spend the money on the trucks in a free and open vote. Since multiple opportunities were provided for citizens to comment on the purchase, and since the dialog on the subject received much press, I just cannot understand revisionist history that makes a mountain out of a molehill. I really can't. Do you want politicians that do research, or give platitudes? Do you want politicians that at least try to make informed decisions, even if unpopular, or do you want thumbsucking mouthbreathers who blindly follow the will of the majority, or of the loudest minority? Do you even know what you want? Is there a true RIGHT way to handle these things that will make you happy, or is it in your personal nature to curmudgeonly find the dark cloud in any silver lining?

The "Golden Garbage" trucks were not single vendor as you describe. The trucks were put out to bid to three vendors as far away as Buffalo (there aren't that many heavy equipment vendors in our area). The lowest bidder was selected for the specs provided. You will recall that I did an exhaustive study and placed it on backdash**** for public dissemination in the only forum at the time that was able to handle it. You were there and know this fact. You would also therefore know that the only challenge to the contract came from Councilwoman Savage, and her choice for a new truck used specifications which were inferior for the price of the vehicle. The truck she chose was also being sold in Canada, not the US.

from both parties, we can be assured that their agenda is not political dominance or civic improvement. That this is the end of Hughes' term is a foregone conclusion. That these private special interest groups plan on replacing him with Hughes 2.0 is equally certain. We need to educate ourselves and be ever vigilant if we want our city to survive people who mean us harm.

The distrust between the citizens of Gloversville and their elected officials didn't start with Mayor Hughes, but since he is new to the area, he is unaware to the city's history. Although there were many events that pre-date this one, the purchase of the "golden garbage trucks" in 2004 starts the recent cycle in which the council at that time pushed through a high dollar purchase of necessary equipment from a single vendor with no bids and no state contract. The very same council began their tenure the year before with the purchase of an unnecessary sound system in the council chambers also without bids and a single vendor. It is important to know this because the people who helped get those councilpeople elected, also worked for Hughes, members of the current council and are working for candidates today. I heard that when Timmy get's fired in November super duper wally world has a job for him maintaining the Parking lot which they know belongs to them.The king and his jesters wasted taxpayers money with the police chief lame investigation, That we don't get to know the facts! Fires the clerk just to get girlfriend in there, another lawsuit. Firefighter returns from active duty doesn't get his job back like he is entitled too...another lawsuit. The city of Gloversville is not paying for the NYS Comptroller to investigate these claims. The only outside invetigator the city is paying for is the one hired by the city to investigate the personal vendetta's of the Mayor and a few of the council members. NOW that costs money...if the Mayor had gotten off his lazy rear and put people on the ethics board that deserve to be on the ethics board and actually are competant to be on the ethics board (for free I might add) we wouldn't be in this mess, now would we...

Lets be honest,when work is lost during a bid, hard feelings result,accusations will abound. The bottom line is now the work will have to wait until we pay some out of towner, who by the way is someones friend, to tell us nothing again. Well done !
