City gets more time to buy house lots

JOHNSTOWN - The Fulton County Board of Supervisors last week extended the deadline to Dec. 31 for Gloversville to purchase certain county-owned parcels for housing construction.

Earlier in the year, the county authorized the sale of the properties to Gloversville through Operation Green Scene. The effort is designed as part of a city-initiated housing rehabilitation project to develop new single-family housing. That resolution stipulated that sale prices of the tax-foreclosed properties were to be payable no later than Oct. 31.

But county officials said the Board of Supervisors received an Oct. 3 letter from the city requesting more time to pay, pending final grant approval to construct new homes on those parcels.

County Administrative Officer Jon R. Stead said the county Demolition Team has done a great job tearing down buildings on six other properties in Gloversville, including three on Fremont Street and one at 137 W. Eighth Ave.

"I think it's a real big accomplishment," Stead said.

In other financial matters approved by the county board last week:

Supervisors authorized a connection for the proposed new Campus View student housing at Fulton-Montgomery Community College to county Water District No. 1. The board also requested the Johnstown Common Council, which meets tonight, approve the connection of water service to support the best interest of FMCC.

The board awarded a $75,360 annual contract to ChemRx Pharmacy Services of Albany for pharmaceutical supplies for use in the County Jail. The contract is expected to run through Dec. 31, 2009.

Supervisors designated The Leader-Herald as the county's official newspaper for 2009.

The board scheduled its 2009 organizational meeting for 10 a.m. Jan. 2 at the County Office Building.

For another year, the board decided to include an informational flier related to Medicaid-mandated costs in all 2009 county bills. The board for the past several years has directed the flier summarizing major effects of Medicaid on the county be mailed to taxpayers with 2009 tax bills or tax payment receipts.

The board granted a county property tax exemption to Gloversville for a portion of city-owned property on the FJ&G Rail Trail. The exemption is for a piece of property assessed at $8,700 for 2008 in the town of Johnstown.

Designated as official county banks for 2009 were Key Bank of Gloversville and Bank of America, NBT and Citizens Bank, all of Johnstown.

A three-year, $18.4 million county capital plan was accepted by the board after a public hearing in which no one spoke. The plan for 2009-2011 includes a $73,214 Wanderguard System for the county Residential Health Care Facility, a $400,000 Recycling Building addition and $58,000 for two sheriff's patrol cars - all built into the 2009 part of the plan.

Stead cautioned that acceptance of the plan merely means the county will begin to review the viability of the projects.

"The capital plan is not finalized until the [county] budget is finalized," Stead said.

...and they will need more time when the next lawsuit shows up and there are more legal fees to be paid. Just thinking positive!
