Tryon getting new leader

PERTH - There have been changes at the top levels of administrative personnel at the boys side of the state-run Tryon Residential Center in recent weeks, a state official confirmed Monday.

Edward Borges, director of public relations for the state Office of Children & Family Services, confirmed Tryon Limited Secure Facility Director Roger Rascoe has now retired.

Borges said he will be replaced by Joseph Impicciatore, 54, of Clifton Park, who will start as acting director of Tryon's boys facility on Sept. 16.

The Tryon campus in West Perth is split into three main residential areas - Tryon Boys Limited Secure, Tryon Girls Secure and Tryon Girls Limited Secure. The educational component of the campus also is known as Tryon School.

Impicciatore has served as supervisor of facility security since 2004, overseeing security at all OCFS facilities, Borges said. He earns $73,000 annually, although that salary could change.

Borges said Impicciatore is a graduate of the State University of New York at Oswego. He started his career with the former state Division for Youth - now OCFS - as a youth development aide at its Annsville facility in 1979, he said.

Borges said Impicciatore has worked at facilities throughout the area, including Tryon from 1988 to1994, when he helped coordinate services and security.

Impicciatore couldn't be reached this morning.

Tryon has gone through a transitional period in the last couple years. New OCFS Commissioner Gladys Carrion has stressed a rehabilitative way of dealing with residents.

Tryon staff have contacted The Leader-Herald in recent weeks, however, to say the Tryon campus is now a place where staff have less control and residents have become more combative.

A 15-year-old Bronx boy, Darryl Thompson, who had an altercation with Tryon staff in November 2006 at the Tryon Boys Limited Secure facility, had to be restrained and was eventually transported to St. Mary's Hospital in Amsterdam, where he died.

It was the first death of a resident from an incident at an OCFS facility in 12 years, the state said. There are about 30 juvenile detention facilities in the state.

The U.S. Department of Justice is conducting a confidential investigation at Tryon.

my husband worked with Charles and is heartsick. I don't think that Ms. Carrion made this mess alone but it is my sincere hope that the new Director begins to repair the damage and that Ms. Carrion allows it. Obvious changes need to be made. Please Ms. Carrion don't say for one second that Charles passing may not be related to the incident. Just fix it, hold the kids accountable when it's appropriate, hold the staff accountable when it's appropriate but every time a staff puts his hands on a "child" your staff find them guilty of child abuse. We have young children and if this happens then it's a mess at home. YOUR staff are put on "the register' which prevents them from working elsewhere with kids, my husband would be unable to coach or go to school to work on his day off, come on let's really look at situations and not just take the easy way out and blame staff. Lets learn from the tragedy that occurred and ended this evening for CHarles family.

Have just heard that the YDA who was hit with a board by a Tryon Juv Delinquent has died tonight. My condolences to the family and advise them to obtain an attorney. Now if this death is directly tied to the assault by the JD, a criminal arrest must be pursued. I assume DA Sira is on alert status now. I think it is time for our Ful Co Bd of Supervisors to organize a plan to put pressure on the the Govenor's office to drop Carrion like a brick. The Bd even has an inside advantage with a least 2 of them being employed at Tryon. They see and live what is going on. I also heard that in 2004 or so--Tryon was called the "Flagship model" for OCFS after an audit/evaluation of some sort. How can Carrion explain the paradox of that report and the present situation in such a short period of time. There can be only one conclusion--it is her and she's got to go---

News Flash!!!

For all you doubting Thomases, I have confirmed that this kind gentleman, who only had 1 year until he could retire, has left us to be with his maker. To his family, I will cry for you, this has been my biggest fear that has now come to a reality.

I wonder, will the Leader Herald park outside of the facilty to get to talk to the staff? Will they try and get information about staff orientation? Will there be the media frenzy that there was when a child passed away?

I think not................for this gentleman was only a YDA do you think they care? NO, but to the Tryon family (employees) we do, how sad.

REST IN PIECE CL!!! U WERE A GREAT MAN, A GREAT COLLEAGE AND I ENJOYED MY TIME WORKING WITH YOU!! GLADYS CARRION SHOULD BE REMOVED IMMEDIATELY FROM THE COMMISSIONERS OFFICE. THESE YOUTH THAT ASSAULTED THIS YDA SHOULD BE CHARGED WITH MURDER AND PROSECUTED TO THE FULLEST EXTENT OF THE LAW. ITS A*****DARK DAY. MY HEART GOES OUT TO HIS FAMILY.

In response to JPS, I think all of our family members have the same worries. I have informed my family of what steps to take in the event that I am injured and cannot speak for myself. In reference to the comment about a child who has has died" (mattym) The child died of complications from a heart condition, not because he was in an unsafe environment! Get your facts straight. The staff were cleared of any criminal malice! Let me go on...Do you have any idea what the staff involved in that incident have been through? Do you know what their life have been like since? There lives are ruined!!!! Where do you get off!!! Now we have lost another dear friend and coworker. Don't judge lest he be judged!

My heart goes out to Mr. CL and his family. As many staff as possible should show our support to this man's family and attend his funeral. We need to unite and be vocal. We need to ensure that this never happens again. Ms. Carrion, this man's blood is on you.

So, today in the blotter, a resident was arrested at girls for assaulting yet another staff because she was given a directive which she did not agree with. Once again, residents not getting their way and reacting with violence. Is that staff now out as a result? I must also comment on the amount of staff that simply have just called it quits due to the deplorable conditions in which they have been working. I don't blame them a bit but will miss them. ...and still the mandates continue.

For me I just pray that my husband who goes to work comes home safe everyday as well as any of the employees at that place.

I will however, keep all those who work at Tryon in my prayers that the good Lord keep you all safe, give you the strength that you need to go to work and do the best you can everyday and keep the community safe.

10 years. Makes for a good life, any time some says something to anyone in authority another investigation. And what do you think happens to the child, zippo that is right nothing. Oh they will take there TV priviledges away for a few weeks, big deal. As for these children, where was the parent that allowed this child to get to this point of no return. Rehabilitate, they do there time at Tryon go home only to come back again, maybe not to this facility but to another.

I truly believe that the child that assaulted the YDA that is now fighting for his life should be taken to court at which time the JUDGE should make the recommendation that this child be remanded to the custody of Miss Carrion and go live at her home, have her PERSONALLY responsible for him 24-7. Not leave her home, not go to work, just do her motherly responsibility and take care of this poor, misguided sole, who God has tossed away and the Devil is afraid he will take his job.

New Leader, what was wrong with the old ones? I am married to a gentleman that works at Tryon. Yes, I know how he feels, what he thinks and we have had many serious talks, especially lately amongst all of this absolute garbage. First and foremost we have discussed if anything should seriously happen to him, he would not want any heroics and secondly get a good lawyer. Yes, sad as it is, now a day things have changed. The children are getting more violent, parents hands are tied,kind of damm if you do and dammed if you don't not like when our parents raised us. I have children and I would not tolerate what is going on at that facility. If you read from employees who work there what they are saying is the truth. They are afraid to talk, afraid to do their job for fear of being turned in for child abuse. Yes, that is right. If they restrain a youth wrong and the child says he did something wrong the YDA is turned into the State for child abuse, investigated it can stay for 10 y

Confirmed! 7:45 pm this evening. So what is the new director going to do to make this horrible ordeal right? Nothing, because this cannot be fixed on the facility level. So good for him, he has something to do for the next few months unitl his a** is replaced! This was brought about by our wonderful commissoner and her f**ked up ideas on how to "better" the ways in which we deal with the residents. The problem is, however, she cannot possibly know what the best way to deal with the residents is because any time she has been at the facility, she has not gone near them! Maybe she's worried for her safety, huh? More

I have worked at OCFS for over 20 years. I have never seen its decline more than since Ms. Carrion became the commissioner. Ironically someone in my facility said that due to Ms. Carrion's new policies with the power being taken away from the staff that someone would probably be killed. Our worst thoughts have been realized. Our legislators must be told to call for an investigation of Ms. Carrion and her people and demand their removal. Ms. Carrion's response to the tragic and brutal assault on the Tryon staff (now close to death) is to close more facilities. Do the perpetrators of such a heinous act deserve to be treated in their home environments?. Will the public be safe?.

It's been confirmed. If things continue, this won't be the only blood on the commissioner's hands. We are all in danger - it didn't used to be this way. I still love my job, my co-workers and the kids. I can't believe how much hard work has been destroyed by her arrogance and abuse. God bless Mr. CL and family. God help us all.

As a long time ocfs employee my heart goes out to the staff member and his family if this is indeed true. At htis point I am not concerned with work conditions. If this is in fact true I would like all employees in there uniforms to attend this poor mans funeral. This would show a sign of unity and respect for not only this familys tragic loss but a solidarity of the employees who have worked and worked for this agency. Never hava I felt so much shame for the very people I work for . In my heart I hope every YDA and OCFS employee who is not connected or appionted to Mrs.Carrion office attends to show support for this man. There have been no news reports on this tragic incident so I dont even know his name. I do however share his familys pain because we where connected in our positions as state employees with OCFS. I wonder how Mrs. Carrion feels tonight.Many NYS OCFS professionals feel this way and we should all attend his funeral.Solidarity heals!!!!!!!!!!!!

Does anyone not find it ridiculous that a child has died and a staff is in critical condition from the unsafe environment @ Tryon. Ms. Carrion needs to get with the program and properly manage these programs.Other than call OCFS staff racists and voice her embarrassment, what has she done for OCFS. OCFS was not a shambles when Ms. Carrion took leadership but she is busy making a mess of things.The majority of OCFS have truly dedicated staff with good programs..Ms. Carrion chooses not to recognize this as she has her own agenda. Instead she has carefully chosen statistics and degrades the programs and their staff. It's a disgrace to DFY/OCFS. What was what former Governor Spitzer thinking when they hired Ms. Carrion; many of us just don't understand. My heart goes out to that family of the youth that died and the staff in critical condition.

Prayers to will be said for Mr.CL and his family. My father retired from Tryon in the late 90s I bet he knew this YDA.

It is sad that this has to come to this when it could have been prevented. The inmates that did this should be charged with murder.

Sadly with how the inmates are so far out of control there this will be looked at by the inmates as feather in the cap of the one that did the swinging of the board. I hope the family gets a good lawyer and sues the state and Carrion for letting things get this bad.

Carrion is no better than her name is defined as for allowing this to happen when it was so clear that it was imminent under the circumstances she has propagated. I feel so badly for the family as well as friends and co-workers. Words can't describe what they must be going through.

RobertG, I definatly agree with you. Ms.Carrions agenda is to run down facilities and especially make them look bad. By her idea of closing facilities will send these youth back into the communities were they came from. By reading the stories from Tryon and other facilities, would the tax payers want these youth back without being taught anything? If you have ever been a victim of juvinial crime you will understand the importance of facilities. Afterall, these youth will be our next generation, lets give then all the PROPER help that will be needed to become positive members of society.

As a current OCFS FACILITY employee my thought and prayers go out to Mr.CL and his family. Rest asured ,we will be there for you and your family,not like your commissioner . If it wasnt for her , we wouldnt be in this situation. Things need to change now. Whos next.

I truly doubt that the director and other administrators retired from their positions. That information is probably more propaganda from Ms. Carrion's office.I am certain they were told to step down.I am not familiar with Tryon but as far as having a rehabilitative environment in the facility, first you must have order. The resident and staff have to be safe in order to have a conducive environment for rehabilitation. In reality we know what Ms. Carrion's agenda is - Run down the facilities so than she can have good cause to close them. She's a shrewd lawyer who might just get her way if the media and concerned citizens don't continue to speak out about the unsafe conditions in OCFS and Ms. Carrion's true agenda.
