Fulton County set to raise clerk fees
By MICHAEL ANICH, The Leader-HeraldJOHNSTOWN - The Fulton Board of Supervisors last week set a public hearing for Sept. 8 on a proposed local law to increase fees collected by the County Clerk's Office for recording, entering and indexing documents.
The hearing will be conducted at 1:30 p.m. that day in the Supervisors' Chambers at the County Office Building.
Gov. David Paterson has signed a bill into law allowing counties to increase fees for recording and indexing at the clerks' offices.
The action would eventually increase mortgage recording fees from $5 to $20 and the indexing fee from $3 to $5 per page.
In other business, supervisors amended a resolution to reflect a revised change order of $8,567 for the Fulton-Montgomery Community College Classroom Building renovation project. The original amount of the change order with WJV Mechanical was $10,321.
The board awarded a bid to R. Brown & Sons for lease of four sedans for use in the county Public Health Department. The amount of the bid was listed as $41,616 at $289 per month per vehicle.
Supervisors authorized renewal of a Workers' Compensation Employers Liability Insurance Policy for 2008-09 with Jacksland Associates of Johnstown at an annual premium of $19,527. The policy would be renewed effective Sept. 1 and run through September 2009.
The board amended the boundaries of County Agricultural District No. 1 to include about 25 acres owned by Peter Callen along Norboro Road in the town of Johnstown. No one spoke at a public hearing Monday on the inclusion of Callen's property.
In committee updates, Gloversville 4th Ward Supervisor Anthony C. Buanno thanked those who helped workers from the closed Callaway golf ball plant to find new jobs.
Personnel Committee Chairman Gregory Fagan reported negotiations between the county and the Fulton County Sheriff's Police Benevolent Association are almost concluded.
"We're hoping that we can get that finished shortly," Fagan said.
After the PBA contract is wrapped up, he said, the county will pursue new contracts with the Local 818, Civil Service Employees Association general unit and the county Nurses Unit. Current contracts with those unions will expire by the end of the year.
Landfill talks
Buanno, chairman of the Environmental Resources Committee, reported the recent Household Hazardous Waste Collection Day at the landfill. He said 254 vehicles attended and the program went "very well."
He also said the Montgomery-Otsego-Schoharie Solid Waste Authority wants to sit down with Fulton County solid waste officials.
Buanno said Montgomery County Board of Supervisors Chairman Vito L. Greco is interested in meeting with his committee Aug. 26. He said Montgomery County is looking at future solid waste options.
"Their contract with MOSA ends in 2014," Buanno said. "They were very impressed with our operation."

PUT IT ALLL TO OUR TAXES NOT SOME.AND ALSO CUT DOWN THE SIZE OF THE PRIZES AND MAKE THEM TAX FREE IT ALL WILL TRICKLE BACK TO THE ECONOMY ONE WAY OR THE OTHER RIGHT ?
