Beaudin named new chief of police

GLOVERSVILLE - Police Capt. Edgar Beaudin will take over as the new chief of police Sunday.

At the Common Council meeting Tuesday, Beaudin unanimously was chosen to succeed Police Chief John Harzinski after his retirement, which becomes effective Saturday.

Beaudin has been with the Police Department since 1973 and received a standing ovation following his appointment.

Serving as police chief will not be a new experience for Beaudin, who has been the interim chief of police since Harzinski was suspended by Mayor Tim Hughes on Dec. 6.

The suspension led to a battle in state Supreme Court that ended when a settlement was agreed to in February that will have Harzinski retire.

Beaudin said Monday the appointment is

provisional. He still will need to take a state test candidates for police chief are given. The test is administered by the state every March, he said.

Drop-off site OK'd

In other business Tuesday, city residents are a step closer to having a place to take their trash.

The Common Council unanimously approved a plan to establish a drop-off spot at Fulton County's Mud Road landfill in the town of Johnstown.

Any renters and homeowners living in the city will be able to dispose of objects that are not supposed to be mixed in with the garbage the city routinely picks up. The council decided people who own apartment buildings and city homes they do not live in have commercial dumping needs and will not be eligible to use the drop-off.

Items the city does not normally accept - batteries, motor oil, electronics, tires, freezers and refrigerators - will be accepted at the landfill.

Sixth Ward Councilman Ray Hindes introduced the plan at the council's work session earlier this month as a way to help reduce blight in the city.

Eligible residents will be able to pay $25 and have until the end of December 2009 to bring items to the landfill. Besides access to the landfill, residents also will get stickers that certify they are allowed to use the landfill, as well as pamphlets telling people what they will be allowed to drop off.

Hindes said the $25 fee is just for the "trial run" of the site.

If the city wants to keep using the site after 2009, a five-year contract will have to be negotiated with the county. A new fee could be arranged then, he said.

"We don't want to charge people any more than we have to," Hindes said.

While the spring 2009 trash drop-off on Fulton Street still will run, the fall cleanups in 2008 and 2009 will be stopped.

Hindes said there is not enough money with the opening of the site at the landfill to keep the fall cleanups.

The city will pay $47 per ton for waste dropped off at the landfill. The city thinks the $25 permit fees and the money normally used to pay for the fall cleanups will cover the city's per-ton cost.

Hindes said the site will offer city residents the first place to take their trash on a weekly basis since the city opted out of its agreement to use the Fulton Street transfer station in 1995.

A number of council members voiced their support for the plan, including 5th Ward Councilman Matt Myers.

"If it gives people an opportunity to get the junk off of their lawn, I am all for it," he said.

The plan for the drop-off site still needs to be approved by the county.

The county's Environmental Resources Committee will meet Tuesday and is expected to have the plan on its agenda. If moved to the full Board of Supervisors, it could be approved at its meeting July 14.

Hindes said the city could start running the program the next day.

Those eligible for the plan will be able to sign up at the city clerk's office.
