Gloversville board OKs dog groomer

GLOVERSVILLE — The Planning Board unanimously approved the site plan for All Breed Grooming at its meeting this week.
Donald Nellis, the owner and operator of the business at Bleecker Street and West Eighth Avenue, will offer grooming services and one-on-one grooming instruction. Nellis also will continue to sell animals as part of the business.
During the public hearing at the last meeting, a neighbor had cautioned the board about the project because of concerns about the smell from the dogs.
Nellis assured the board he has a Dumpster, and any waste produced by the animals in his care is bagged and disposed of. The Dumpster will be at least partially screened, he said. Nellis agreed to put up signs warning visitors to clean up after their animals.
Nellis also stated he would not breed dogs at the business. Nellis said while dog sales can make up a significant part of his business, he mainly has multiple dogs at the store when they are ordered by customers.
The business sells dogs, cats, ferrets and chinchillas. The dogs to be sold are kept in back in a fenced-in area.
The board has requested a lot of information about the business over the last couple of months, Chairman Renato Sanges said. The information mitigated the concerns the board had about the project, he said.
“I think the business is an asset,” Sanges said.
In other business, the Planning Board approved the site plans for three projects.
• Third-floor office space can be converted into two apartments at 48 N. Main St.
The main floor of the building is Salvatore’s Italian Restaurant, while the second is used as a residence, according to information from the Planning Board.
Sanges said there is an existing entryway to the apartments, and the work would not produce alterations to the exterior.
The site plan was unanimously approved.
• The Planning Board approved the site plan to turn a former office building into a two-family dwelling.
The location of the building, 40 W. Eighth Ave., meant the board had to approve the project and issue a special permit.
“It is a good use for a building that would probably not be used otherwise,” Sanges said.
• Sueann Mullarkey was given approval by the board to open a part-time counseling service in her rented home.
The counseling services will be offered at 30 Sixth Ave. Monday through Friday from 5 to 8 p.m., and on Saturday from 10 a.m. until 2 p.m. by appointment only, according to information from the board.
Sanges said the service should not be a problem because Mullarkey will be working with one client at a time and there will be no sign advertising the business.
The public hearing was waived and the site plan received unanimous approval.
