The statement: "Environmental Design Partnership's SMART Waters report determined the city of Johnstown's water system does not have excess water capacity." is utter foolishness. The water capacity of the countless large tanneries that are no longer in operation in Johnstown means there is an expectional surplus. The county's consultant's work doesn't make sense. The other, and likely option, is the that consultant's findings are just what they were directed to find by the county leaders, hoping no one would questions there findings.

Well, its time to lay your cards on the table.
