NYS Law Part 1203.3 says "Building Permits shall be required for work which must CONFORM to the Uniform Code.".....NYS 2010 Residential Building Code J502.4 Mandates inspections on replacing roofing..sounds like they should have been doing that for years now.

Scott Horton is 100% right, Gloversville is like the wild west for Building Codes and enforcement(lack of,look at any roof there and you'll see multiple layers many over wood shingles and skip sheathing.
