They should have put in there things that do not require a permit, I am trying to think of some. How about mowing the lawn or shoveling the driveway?

When we lived in J'town I did just about all of those things one time or another and never got a permit or knew i was supposed to. I feel so incredibly guilty!!

Instead of policing the people that want to improve their properties why not find a way to assist them instead of harassing them and furthering the financial burdens of getting their place in shape? Are you there to make a buck or promote a better living environment to the residents that already PAY high taxes? As a homeowner if I have a problem with my home my first concern is fixing it so my life goes back to normal. I am not going to put off an emergency plumbing repair to get a permit that serves no purpose other than giving the city more of my hard earned money!

WOW!!! So glad I do not live in Johnstown. Do you also need a permit to pant a garden? Shrubs, Painting, repaving, Get real!! This is just another Big Brother Money Grab.
