Chad Kortz, who presumably is a licensed professional engineer, appears to have crossed the obvious ethical line in the occasion.

Using even a casual intrepretation of the fundamental tenents of a Professional Engineer, a lifetime ban must be established for any work that Mr. Kortz seeks to be compensated for by the City of Johnstown.

I am not an engineer,but do the multiple beaver dams that are in the creek b/t Hales Mills Rd. and S. East Ave. have anything to do with this and would it cost $35,000 to figure that out?
