The bureaucracy, at all levels, has configured itself to avoid responsibility in order that it might primarily serve itself, rather than the people. The time is long past due to have controls and oversight put in place so that the public may be properly served. Any oversight commission at any level (Federal, State, County, City, Municipality) should have no connection with aforesaid bureaucracy or with any lobbyist group.
