So you are saying that once again congressmen did not understand that their bill has substantial unintended consequences? I am not so sure that they are unintended... how can they be this stupid? Oh wait in the 112th Congress, the current party alignments were 241 Republicans in the House of Representatives, 198 Democrats (including 5 Delegates and the Resident Commissioner), and 2 vacant seats. The Senate had 51 Democrats; 2 Independents, who caucus with the Democrats; and 47 Republicans. That explains it. Just pass it to see all the wonderful things inside away from the fog of all the controversy...
