swizzer, do you ever question what the gov't tells you???? Of course NYC residents pay "40%" of the NYS taxes-- fully half the population of the state lives there. But "down state" always managed to take more from Albany than the rest of the state where many of those residents tend to recreate.

adkkev, thanks for the cite, adkkev. I know numbers and facts can be difficult for some people here.

MrB., I encourage you to take a look at your state filing this year for 2013 and tell me there isn't a separate box for NYC/Yonkers residents. They pay a state AND local tax. They don't need Albany on money matters unless it involves a bailout of one of the authorities like the MTA, NYSBA, etc.), because those are public benefit corporations authorized by the state legislature.

From the Syracuse Post-Standard:"New York City contributed more than 45 percent of the state’s taxes and other revenues: $32.8 billion in 2010. But it only received 40 percent of the money the state passed out. Upstate counties contributed 24 percent of the state’s taxes and revenues but received 35 percent of the state money that was doled out in 2010, according to the study." But I won't let facts get in the way of a great discussion!! Carry on ...

TiredOfTax, that's a rumor people (you and others) believe: upstate does NOT send money to NYC. NYC and Yonkers each have their own city and state taxes that are separate from the rest of the state. They support themselves.

That's why the next time you go to file your state taxes, you'll notice you're asked if you're a resident of NYC or Yonkers.

Mandate relief and Fracking are DOA.Not happening!The governor said that mandate relief has allready been addressed and that counties have to get spending in check..He almost sounds like a Republican...#@%#@$ Young Cuomo is positioning himself for a Pres.runoff vs Clinton..Should be the only thing interesting about the 2016 race since there is NO Republican that could win.

MrBob: There may well be a provision that enables those who don't have to file an income tax return to get this tax credit/rebate, just wait & see what actually happens to this proposal. Since the legislature is involved, this whole "plan" may go nowhere.

Another load of crap out of Albany. Nothing about revitalizing NYS using hydraulic Fracturing and serious Mandate relief. Nope..nothing. An election is coming so just pander to the liberal base; eco-terrorists and moochers Statewide and issue more empty promises to us Property Tax Payers.

So our "tax relief" is tied to out county officials staying under the "is but isn't" 2% cap??? Good luck that happening consistently considering almost all of the budget is welfare, Medicaid and contract obligations. We must get a handle on spending which won't happen. We just handed out nice raises to county officials according to tonight's paper. It would also be nice if the fine folks of Fulton County would stop having more babies than they can support.

Know what Andy, a lot of NYS Seniors who pay Property Taxes also are not required to file Fed. or State Taxes because of income. That, (ahem)almost noteworthy and sincere, $500 credit will do them NO good at all. Now, if he had said the State Treasury will send all of us Property Tax payers a $500 check I'd still believe it when I saw it but a this latest promising moment does not spend well.
