When was the last time the Charter was updated? Certain sections I bet are older than the Transit Department. Sometimes the residency laws hinder getting qualified candidates for positions. Some jobs don't pay enough to move into the city. Didn't the system first start back in the late 70's earlier 80's with some old school buses or Bluebird style buses?
