This is what happens when the federal employees are not held accountable for their actions, and when we keep on re-electing the same federal representatives for life long jobs . Those elected officials know that the average people just can not be bothered to speak up or take the actions to get new people in elected office.

Ron, I suspect that the funds were given to the states in block-like grants with generalized purposes. It was up to the states to decide how the money is to be spent, the argument being that the states know how to utilize the $$ better than the federal gov't. Oversight is probably not even a consideration b/c of the 'big brother' factor.

I believe that our government has always been this corrupt but now our leaders are so brazen they do not care if we know. Our government is too powerful for an average citizen to matter. Spending and wasting money is what they were elected to do and I believe that right now we have the very best at wasting taxpayer money than ever before! Who do you think starts all that outcry when somebody tries to cut any spending whatsoever? Yes it is the wasteful spenders that ignite those fires!
