Why hasn’t Gov. Cuomo already fixed these things?

I want to express my appreciation to the Associated Press for the synopsis of Cuomo’s speech. He states that New York will build new bridges, airports and create new jobs. I want to ask, why hasn’t any of this been done in the first eight years of his administration? These are certainly not new problems, so why is he so concerned now? If the previous eight years are any indication of his ability to lead and solve problems, I see no hope for the future. He needs to concern himself with the situation in New York, not on his political future. Our infrastructure is failing, jobs and people are leaving the state at historic rates, and he just now has a plan! New York should be his first and only priority.
