Council OKs grant use for bridge
JOHNSTOWN — The Common Council on Monday approved an agreement to access a $100,000 state grant to be used to replace the Miller Street bridge.
The project may not be done until 2018, but the council took action at City Hall on a grant. The city applied for a $100,000 grant from the State and Municipal Facilities Program. Funding is being made available through a program administered by the Dormitory Authority of the State of New York.
The DASNY has notified the city that all necessary criteria was fulfilled to receive the SAM grant.
Mayor Vern Jackson was authorized to execute the grant to acquire the funding.
In other business Monday:
∫ The council accepted a $5,000 offer from Thomas P. Tompkins and John Mastroianni to purchase city-owned property at 203 1/2 Meadow St. Their bid was opened Sept. 6, and they have 30 days to pay the city.
“They’ve done a great job on Meadow Street,” said 2nd Ward Councilwoman Kathi Iannotti.
∫ The council accepted a $4,750 bid from Basem Alikhan on property located at 321 W. State St. The resolution indicated that Wayne Akey was actually the high bidder at $5,000 when the city opened bids June 5. But city officials said Akey failed to pay the full bid price within the time specified, so the property was offered to the next highest bidder, Alikhan. He now has 30 days to pay the city.
∫ The council authorized the private sale of city-owned properties at 319 W. State St. and 1 McMartin St. No bids were received by the city Sept. 6.
∫ In another resolution, the council awarded Muhammed Moutaz Bellah Doukmak the low bid of $4,450 for a parcel at 319 W. State St. He too will have 30 days to pay the city.
∫ Greg Truckenmiller of 115 Linden Ave. was reappointed to the city Assessment Board of Review. His term expires Sept. 30, 2022.
∫ Jackson was authorized to execute an agreement with the Fulton County Highway Department. The county agreed to provide snow removal and ice control of Maple Avenue from North Perry Street to the Johnstown city line in exchange for the city of Johnstown providing snow removal and ice control on County Highway 148 from the Johnstown city line (Glebe Street) to the Montgomery County line.
∫ The mayor was authorized to execute a contract between the city and Joseph E. Mastrianni, Inc. for the administration of the Housing Choice Voucher Program and Family Self-Sufficiency Program for the period retroactive to July 1, running through July 1, 2020.
