County employee granted year paid leave of absence
JOHNSTOWN — Fulton County Probation Officer Ronald Briggs has been granted a one-year paid leave of absence to serve as Region 4 president for the Civil Service Employees Association.
Briggs, who headed the county’s CSEA general unit union for many years, will be on leave for the regional position March 1. He is serving a four-year term.
The Board of Supervisors on Monday authorized a paid leave of absence for Briggs not to exceed one year until Feb. 28, 2018.
County Personnel Director Theresa Souza received a request from CSEA Inc. asking that Briggs’ leave be granted.
The CSEA has committed to reimburse Fulton County for Briggs’ full salary and total cost of fringe benefits, including Social Security, Medicare, health and dental insurance costs, and state retirement system costs.
In other personnel matters:
∫ The board gave a silent standing second to a resolution in memory of former Fulton County District Attorney Robert Maider, who died Feb. 5. Maider served as district attorney from 1973 to 1976, and as Gloversville City Court judge from 1968 to 1973. He also served as chair of the state Committee on Professional Standards.
“The people of Fulton County were saddened by the loss of a good friend, mentor and dedicated public servant,” Maider’s resolution stated.
∫ Supervisors waived the county’s residency rule of applicants having to live in Fulton County for two positions attempting to be filled. The positions are senior planner in the county Planning Department, and public health educator in the Public Health Department.
∫ The board authorized a grant application to the state Office of Indigent Legal Services for a part-time sixth assistant public defender position. Public Defender Gerard McAuliffe Jr. proposes to use grant proceeds salary and benefits for an additional assistant public defender at a salary of $25,000 per year and approximate benefit costs of $11,250 per year.
∫ A resolution was passed to reclassify a senior typist position to emergency management assistant in the office of Civil Defense-Fire Coordinator Steve Santa Maria. Supervisors also approved a contract with Nadine Abbott of Johnstown to provide senior typist consulting services in Santa Maria’s office. She will be paid $25 per hour, not to exceed 14 hours per week, effective immediately through Dec. 31.
∫ The board authorized a contract with former County Treasurer Bruce Ellsworth of Northville for accounting services in the treasurer’s office. He will be paid $40 per hour not to exceed $1,850 per year, on an as-needed basis.
